About this opportunity
Harris Health System, a governmental entity in Harris County, Texas, is seeking qualified vendors through a Request for Proposal (RFP 25/0360) to provide move consulting and move services support to coordinate various relocation activities throughout Harris Health's facilities. The procurement encompasses comprehensive move management services including project management, coordination, and logistics support; mover services such as supervision, installation, and transportation; and miscellaneous items including packaging materials, signage, and storage solutions. Vendors must demonstrate experience managing complex relocation projects of comparable scope and scale, as documented through the required Experience Form submission. The RFP evaluation will assess vendor qualifications, past performance, pricing competitiveness, and demonstrated capability to coordinate multi-facility moves across a large health system. Proposals are due on March 23, 2026, and must include acknowledgment of all RFP terms, completion of the pricing table with unit costs for move management services, mover services, and miscellaneous items, submission of the Experience Form detailing relevant project history, certification of vendor eligibility to participate in federal and state healthcare programs, tax residence certification, and proof of adequate insurance coverage. All vendors must comply with Harris Health's General Requirements for Proposals, including criminal background checks for personnel accessing patient areas, immunization compliance per Texas Administrative Code, adherence to Harris Health's Code of Conduct, and acknowledgment of all addenda and contract terms.
This RFP includes a Minority and Women-Owned Business Enterprise (M/WBE) participation goal of 12 percent, requiring all bidders to make good faith efforts to meet or exceed this threshold through prime contractor certification, qualified subcontractors, or approved suppliers, with failure to demonstrate compliance or adequate good faith efforts resulting in bid rejection. Vendors must maintain minimum insurance coverage including Workers' Compensation ($1,000,000 per accident), Commercial General Liability ($1,000,000 per occurrence and $2,000,000 general aggregate), Automobile Liability ($1,000,000 combined single limits), and Umbrella/Excess Liability ($1,000,000 per occurrence and aggregate), with Harris Health named as an additional insured on a primary/non-contributory basis. The contract will be awarded for an initial one-year term with automatic renewal for additional one-year periods subject to annual budget approval by Harris Health's Board of Trustees and Harris County Commissioners Court, and the contractor compensation is not to exceed $50,000 for services during the initial contract term, with payments due 45 days after invoice submission. Contractors must furnish all equipment, materials, and tools necessary for service completion at no additional charge and maintain records for six years. Harris Health reserves the right to terminate the agreement for cause, including breach or noncompliance, for convenience with 60 days' written notice, or for lack of appropriations, with no early termination penalties applicable.
