About this opportunity

The Inkster Housing Commission is requesting proposals for janitorial services across three facilities under RFP P26001, with proposals due August 14, 2026, at 3:00 p.m. ET and a pre-proposal conference scheduled for August 6, 2026, at 1:00 p.m. ET. A Section 3 Business Preference program may award up to 15 additional evaluation points to vendors owned by low- or very low-income persons, public housing residents, or those meeting other Section 3 worker-participation criteria.

The scope covers daily, weekly, and monthly janitorial services at three locations: the Main Administration Office (4500 Inkster Road), Floyd B. Simmons Center (29150 Carlysle), and Twin Towers (1900–2000 Inkster Road). Services include trash removal, vacuuming, restroom cleaning and disinfection, high-touch surface sanitization, floor care, and emergency response within 24 hours. Proposers may bid on one or more of the three properties; however, all pricing items within any selected lot must be priced. The contractor must maintain worker identification, pass background checks, comply with safety regulations and smoke-free policies, and implement quality-control programs with supervisory inspections.

The contract period runs September 1, 2026, through August 31, 2027, with four option years. The Agency will award on a Best Value basis, not lowest cost. Evaluation comprises 50 points for proposed costs (objective), 10 points each for demonstrated understanding of requirements, quality of technical approach, technical capabilities and management plan, relevant experience and past performance, and overall proposal quality (all subjective), for a total of 100 base points. The guaranteed minimum is $2,000 and not-to-exceed maximum is $200,000 annually per contractor on a firm-fixed-price basis. The incumbent is CleanNet of Greater Michigan. Questions are due August 10, 2026, at 3:00 p.m. ET. Compensation is for actual hours worked only; no deposits or retainer fees will be paid.
