About this opportunity

The Housing Authority of the City of High Point (HPHA) is requesting proposals for HVAC services covering routine maintenance, preventative service, equipment replacement, small and extensive projects not to exceed $50,000, and emergency repairs, with proposals due October 29, 2026. The scope encompasses installation, operation, maintenance, and repair of HVAC equipment across a portfolio of three high-rise buildings, 271 one- and two-story apartment units, and 182 single-family homes totaling 938 dwelling units.

HPHA encourages participation by minority-owned, women-owned, and Section 3 businesses and requires contractors to make affirmative efforts to achieve a minimum 15 percent minority-owned business subcontract participation. Contractors must hold current EPA Section 608 Technician Universal Certification and H1 Licensure from the North Carolina State Board of Examiners of Plumbing, Heating and Fire Sprinkler Contractors.

The contract is a labor and material rate vehicle with no guaranteed minimum work hours. Pricing is based on loaded labor rates for Master/Journeyman HVAC licensed, Laborer, and Unlicensed Mechanic classifications (with corresponding overtime rates), heavy equipment rates, and assessment rates. Materials will be billed at cost with proof required; subcontractors may apply a 10 percent overhead markup. The contract is effective November 2026 for an initial one-year term with four one-year renewal options.

Contractors must maintain general liability insurance of $1 million per occurrence and vehicle liability insurance of $500,000 per occurrence, and comply with E-Verify requirements. Evaluation is based on a maximum of 135 points: experience (20 points), qualifications (15 points), financial capacity (15 points), proposal quality (10 points), understanding of requirements (20 points), and cost proposals (40 points).
