About this opportunity

Warren Consolidated Schools is requesting proposals for Next Generation Science Standards (NGSS)-aligned instructional materials for high school science courses serving approximately 2,500 students across five high schools, with sealed proposals due September 30, 2026 at 2:30 PM. Electronic bids are not accepted; two sealed copies must be submitted to the Fiscal Services Department at 31300 Anita Drive, Warren, Michigan 48093.

The scope covers classroom-ready materials for Biology, Chemistry, Physics, and Physical Science courses beginning in the 2027-2028 school year. Each course requires 17 teacher editions with accompanying lab materials, 17 digital teacher packages, and 1,300 student editions. Materials must support phenomena-based storylines, balance direct instruction with inquiry-based learning, enable three-dimensional assessments, and incorporate scientific investigation and real-world applications aligned with NGSS instructional shifts. Proposals must include costs for professional development and any supplementary products needed to complete the program. Quotations are F.O.B. delivered and must include all packing, crating charges, and fuel surcharges.

Pricing is firm until June 30, 2027, with purchase orders not to be issued before July 1, 2027. Delivery is to five designated high school locations across Warren and Sterling Heights, Michigan. The school district considers terms of payment and delivery in award decisions, with preference given to cash discount terms allowing at least 10 business days for payment.

Proposers must provide a sworn and notarized statement disclosing any familial relationships between company owners or employees and Board of Education members or the Superintendent, and certification of compliance with Michigan's Iran Economic Sanctions Act. Vendors must demonstrate they are not in arrears to the school district and have not defaulted on prior obligations. No proposal bond is required. The school district reserves the right to reject any or all proposals, split awards by item, or accept the proposal that best serves the district's interests.
