The scope includes final design, furnishing, and installation of equipment to replace the existing signal system in the trolley tunnel and support new streetcar vehicle CBTC, Real-Time Vehicle Location (RTVL), Work Zone Blocks (WZB), remote Temporary Speed Restrictions (TSRs), Train-to-Wayside Communication (TWC), and centralized traffic control (CTC) equipment. The contract is subject to a financial assistance agreement between SEPTA and the U.S. Department of Transportation, making it subject to Title VI of the Civil Rights Act of 1964 and federal non-discrimination requirements.

A non-disclosure form must be completed prior to receiving RFP documents. Proposals must be submitted in two separate parts — Technical Proposal and Cost Proposal — with two copies of each plus a PDF copy of the technical proposal on thumb drive. Cost proposals will not be opened until technical evaluation is completed. Award will be made to the proposal that best satisfies the intent of the RFP and SEPTA's best interests, with SEPTA retaining the right to reject any and all proposals.
