About this opportunity

Seattle Public Schools is requesting statements of qualifications and proposals from General Contractor/Construction Manager firms for preconstruction and construction services on the TOPS K-8 School Partial Reroof and Seismic Improvements Project, with statements of qualifications due November 6, 2026 at 10:00 a.m. Pacific Time. The procurement follows a four-step competitive selection process culminating in final award following sealed price proposals due December 18, 2026.

The project scope includes reroofing the 1999 gymnasium building with architectural asphalt shingle roofing; repair of existing roofing and skylight systems; seismic improvements related to reroofing; thermal envelope enhancements; replacement of sheet metal flashings; and installation of worker-protection fall arrest systems. The facility is located at 2500 Franklin Avenue East, Seattle, Washington. Design commenced in fall 2026 with construction activities to commence summer 2027 and conclude late summer 2027. The selected GC/CM firm will provide preconstruction services with a Notice to Proceed targeted for January 18, 2027, followed by construction phase services. Firms must demonstrate bonding capacity of at least $4 million and comply with the district's standard form contract utilizing a modified AIA A133 Agreement, with maximum allowable construction cost negotiations permitted no earlier than 90 percent design completion.

The estimated project value reflects funding through Seattle Public Schools' BTA V Capital Levy (approved by voters in February 2022) and supplemented by a Washington State Distressed School Grant. A pre-proposal conference is scheduled for October 22, 2026 at 3:00 p.m. Pacific Time via Microsoft Teams. STEP 1 evaluation emphasizes past performance on similar GC/CM projects (20 points), professional personnel qualifications (20 points), preconstruction and construction management approach (30 points), experience managing compressed or phased construction schedules (25 points), and past performance in disadvantaged business enterprise utilization with emphasis on diversity and inclusion (5 points). STEP 2 interviews (December 3–4, 2026) score quality and experience of personnel, effective communication ability, and responses to panel questions. STEP 3 sealed price proposals are scored with the lowest conforming proposal receiving 20 points. All submissions are electronic via BidLocker.
