About this opportunity
The Michigan Department of Technology, Management and Budget (DTMB) is requesting proposals for uniforms and logo wear under RFP 260000001530, with proposals due July 15, 2026, and a pre-proposal meeting scheduled for June 15 via Microsoft Teams. Service-disabled veteran-owned business status receives consideration under Michigan law.
The scope spans standardized uniforms and apparel with agency-specific logos or identifiers affixed through embroidery, patches, silk screen, heat transfer, or woven labels for nine Michigan state agencies including the Departments of Natural Resources, Technology Management and Budget, Environment Great Lakes and Energy, Agriculture and Rural Development, Health and Human Services, Military and Veterans Affairs, and others, with potential extension to MiDeal members including local units of government, school districts, universities, and nonprofit hospitals. The contractor must establish and maintain a vendor-hosted online ordering platform compatible with Michigan's MiLogin single sign-on identity system, manage warehousing and distribution, handle data collection and reporting, and deliver core items within 21 business days of order receipt when possible. The RFP includes 162 core items with estimated annual usage ranging from single units to over 9,600 units per item, spanning tactical pants, shirts, outerwear, footwear, caps, and embellished items. Detailed embellishment specifications cover patch production, woven labels, screen-printed logos, and direct embroidery with precise dimensional, color (Pantone Matching System), and placement instructions.
The contract term runs November 1, 2026 through October 31, 2029, with up to five optional one-year renewals at the State's sole discretion. The State does not guarantee minimum purchase quantities or annual dollar amounts. Contractor must begin deliveries on or before November 1, 2026. Pricing is firm for base contract years with adjustments thereafter based on documented cost changes. Bidders submit three price points per item covering Years 1–3: embellishment by contractor, State-provided patch attachment, and bid-day price.
Technical evaluation uses a 100-point system: Schedule A Statement of Work sections weighted 25, 25, and 30 points; Vendor Questions Worksheet 20 points. Embellishment samples are evaluated on pass/fail criteria including stitch neatness, embroidery flatness, image crispness, and screen-print opacity. Proposals must achieve a minimum of 80 technical points to advance to pricing. Questions are due June 22, 2026 at 3:00 p.m. Eastern, with answers posted by June 30. The contract is awarded to the responsive and responsible bidder offering best value. Proposals must be submitted electronically through the SIGMA VSS system in modifiable formats with individual files not exceeding 30 MB.
The contractor must maintain Commercial General Liability ($1 million per occurrence, $2 million aggregate), Automobile Liability ($1 million per accident), Employers Liability ($500,000 per accident and disease), Privacy and Security Liability ($1 million minimum), and Crime Insurance ($1 million employee theft per loss), with the State named as additional insured. All policies must be A.M. Best rated A-VII or higher. The contractor must implement identity federation using SAML or OpenID Connect, maintain ADA compliance for digital platforms, support the two most recent major browser versions without plugins, and achieve 8-hour Recovery Point and Recovery Time Objectives for backup and disaster recovery. Additional requirements include appointment of a minimum of one Key Personnel with 8-hour business-hours response time, disclosure of all subcontractors and work percentages, and compliance with environmental standards including mercury-free and PFAS-free procurement when cost-competitive alternatives exist. A one percent administrative fee applies to all payments. Solicitation manager: Lisa Spitzley, 517-249-0440, SpitzleyL4@michigan.gov.
