About this file

This is a Vendor Questions and Answers document for RFP 260000001530, a uniforms and logo wear procurement issued by the State of Michigan. The solicitation seeks an online ordering platform and uniforms/logo wear services for state agencies. Key clarifications include that vendors must provide a vendor-hosted online ordering platform compatible with MiLogin, the state's central identity and access management system using Single Sign-On (SSO) capabilities. The contract requires separate online stores for personal use items and state-funded purchases, with items approved by Agency Program Managers and certain items restricted for personal purchase. Vendors must comply with specific embellishment requirements, including mandatory screen printing methods for designated items rather than alternative decoration techniques such as direct-to-film transfers. Documentation requirements specify that only non-informational schedules require submission, while Schedules C, D, E, and Appendix H are deemed accepted unless written exceptions are provided.

Pricing terms require shipping charges to be included in item costs unless otherwise indicated, with proposed shipping costs listed in the bidder box exceptions section. The solicitation addresses woven labels and patches as distinct embellishment methods with specifications detailed in the Statement of Work. Customer contact information is not subject to confidential treatment. Vendors without subcontractors should confirm this in their proposals with a notation rather than leaving the section blank. All proposed ordering platforms not compatible with MiLogin must undergo review by the state's Cyber Security and Agency Services team, indicating this requirement may be negotiable based on vendor capabilities and security assessment.

What does “compatible to accept MILogin” mean for the online purchasing platform? Is full system integration required, or is Security Assertion Markup Language (SAML) / Single Sign-On (SSO) sufficient to meet this requirement?
MiLogin is the state's central identity and access management system. It acts as a digital "master key", providing Single Sign-On (SSO) capabilities so a user can access multiple state government services and applications online using a single username and password. If a software, website, or portal is described as "compatible to accept MiLogin," it means:

Single Sign-On (SSO): You do not need to create a separate account for that specific portal. You can use your existing State of Michigan MiLogin credentials to securely log in.

Identity Verification: The system accepts the verified identity credentials (like MFA and ID-proofing) that the state already has on file for you.

This requirement may be negotiable. Answer the questions provided to explain how your proposed online ordering platform works. Please see the posted revised copy of Schedule A, State of Work, top of page 28, to include a bidder box with an exceptions field.

Proposed ordering platforms not compatible with MiLogin will need to be reviewed by our Cyber Security and Agency Services team.
