About this opportunity
The Michigan Department of Technology, Management & Budget is requesting proposals for uniforms and logo wear for multiple state agencies (DNR, DTMB, EGLE, MDARD, MDHHS, MLEAP, MYC, MPSCS, and other state agencies and MiDEAL members) under RFP 260000001530, with proposals due July 15, 2026 at 3:00 p.m. Eastern and a pre-proposal meeting on June 15, 2026 at 1:00 p.m. Eastern via Microsoft Teams. Service-Disabled Veteran-Owned Businesses may receive preference consideration under Michigan statute.
The scope covers standardized work apparel (long and short sleeve shirts, button and pullover styles, pants, shorts) and outerwear to specified brand and model requirements; 162 core items with estimated annual volumes ranging from 1 to 9,688 units per item. The contractor must supply and affix patches, woven labels, direct embroidery, or silk-screen embellishments at time of ordering per detailed specifications in Schedule G. The contractor must establish and manage a 24/7 online ordering platform supporting MILogin authentication, separate agency logins, both account-based and P-Card billing, and monthly reporting in Excel format. Preferred delivery is within 21 business days from receipt of order. Pricing for core items is firm for the base contract years; price adjustments permitted only when supported by written documentation of actual cost changes.
The contract term is November 1, 2026 through October 31, 2029, with up to five additional one-year renewal periods at the State's sole discretion. The contractor must pay an administrative fee of 1% on all payments made under the contract within 30 days of each calendar quarter. All contract activities are F.O.B. destination with transportation and handling paid by the contractor.
Technical proposals are evaluated on a 100-point scale: Schedule A Sections 2–9 weighted at 25 points, Schedule A Sections 11–19 at 25 points, Schedule A Sections 20–47 and Key Personnel at 30 points, and the Vendor Questions Worksheet at 20 points. Embellishment samples are evaluated pass/fail on neatness of stitches, flatness of embroidery, crispness of image, and opacity of screen printing. Only proposals scoring 80 or more technical points have pricing evaluated. Contracts valued at $250,000 or more require State Administrative Board approval.
