About this opportunity

The Texas Comptroller of Public Accounts (Comptroller) is seeking qualified, independent firms to design, manufacture, and sell official state of Texas numismatic and commemorative coins, as well as potentially other licensed products, and perform related services for the Texas Bullion Depository on an exclusive basis. The anticipated contract term is from January 1, 2024 to December 31, 2029, with the option to extend for up to two additional one-year periods. Proposals are due by 2:00 PM CT on December 7, 2023, and the Comptroller anticipates awarding the contract by December 21, 2023 for an anticipated commencement of work on January 1, 2024. The successful respondent will be responsible for all costs associated with the services and will pay the Comptroller a licensing fee plus royalty on each unit sold. The Comptroller is seeking proposals that include a detailed marketing plan, as well as proposed licensing and royalty fees. The Comptroller will evaluate proposals based on the respondent's financial capacity, past performance, qualifications, experience, and key personnel, as well as the respondent's ability to satisfy the scope of work requirements.

The RFP is open to all interested parties, and the Comptroller is seeking an exclusive provider for the required services. The RFP does not provide specific details on pricing terms, set asides, or funding requirements. However, it notes that the successful respondent will be expected to comply with the Historically Underutilized Business (HUB) Subcontracting Plan (HSP) requirements. The RFP also states that the Comptroller reserves the right, in its sole discretion, to modify the schedule of events. The RFP does not provide information on any incumbent vendors or current contractors, and does not specify an award value or budget range.
