About this opportunity
The Texas Facilities Commission (TFC) has issued a Request for Proposal (RFP) for Single Stream Pickup, Transportation, and Recycling Services across various state facilities in Austin and throughout Texas. The procurement seeks a single vendor to manage approximately 2,300 tons of annual single-stream recyclable office materials, including mixed office paper, plastics (types one through seven, excluding plastic bags and Styrofoam), soft cover books/manuals/folders, and cardboard. Specifically excluded from the service is glass recycling. The contractor must provide all necessary labor, materials, equipment, transportation, permits, and licensing to perform comprehensive recycling services, with pickup and transport to TFC-approved recycling collection facilities. The RFP was posted on July 7, 2025, with proposals due by August 6, 2025, covering jurisdictions including Travis County and multiple Austin City locations. Potential vendors must thoroughly review all attached documents, including the service contract, compensation and fees schedule, and contractors' qualification form.
The solicitation appears to have Historically Underutilized Business (HUB) compliance requirements, as evidenced by attached documents such as the HUB Compliance Reporting System-Online Process Guide and HUB Quick Information document. These materials suggest potential set-aside provisions or preference points for disadvantaged business enterprises. Contractors will need to complete qualification forms and demonstrate capability to handle the recycling volume across state facilities. While specific award value is not explicitly stated, the annual recyclable material volume of 2,300 tons indicates a substantial contract opportunity. The TFC notes that the recycling volume is an estimate and may fluctuate throughout the contract period, which suggests flexibility in contract execution. Vendors should carefully review Attachment F, which contains the facility and container list, to understand the full scope of service locations and requirements. Interested parties must ensure they can meet all operational, logistical, and compliance standards outlined in the comprehensive RFP documentation.
