About this opportunity
The Michigan Department of Environment, Great Lakes, and Energy (EGLE) issued a Request for Proposal on November 14, 2024, for the procurement of five integrated metal studded modular air monitoring shelters to support the State's ambient air monitoring network. Each shelter must measure 8 feet wide by 10 feet long by 8 feet high and include specific construction features such as aluminum or steel bases with lifting points, aluminum or fiberglass skins, R-11 or better insulation, a 36-inch insulated metal door, 100-amp electrical service panel, industrial HVAC with 12,000 BTU capacity, internal and external electrical outlets, LED lighting, nickel-raised rubber flooring, a 6-foot countertop, ceiling ports for monitoring equipment, gas cylinder mounts, removable roof grating, aluminum roof railing systems, and tie-down systems. Evaluation will be conducted on a pass/fail basis across five criteria: dimensions, construction, utilities, interior, and exterior specifications, with award made to the responsive and responsible bidder receiving a pass on all criteria with the lowest price. Key deadlines include November 21, 2024, for bidder questions, December 6, 2024, at 3:00 p.m. Eastern for proposal submission, December 19, 2024, for anticipated purchase order issuance, and delivery within six months of order receipt to 815 Filley Street, Lansing, Michigan 48906, during Monday through Friday business hours between 8:00 a.m. and 4:00 p.m. Pricing must be firm for the entire contract period and include all costs such as shipping, handling, and palletizing, with State payment via Electronic Funds Transfer within 45 calendar days of invoice receipt or final acceptance, whichever is later.
This procurement is subject to federal provisions including Clean Air Act compliance, debarment and suspension requirements, domestic preference for United States-produced materials, and affirmative socioeconomic steps for subcontracting; however, no specific set-asides or restrictions limiting eligible respondents are noted. All bidders must submit a completed Confidential Treatment Form regardless of whether confidential information is included in their proposal. No incumbent vendors, current contractors, or existing infrastructure integration requirements are identified in the RFP documentation. The State reserves the right to modify the RFP, conduct on-site facility visits, require oral presentations, conduct reference checks, request price concessions, and consider total cost of ownership and economic impact to Michigan. Contracts equal to or exceeding $250,000 require State Administrative Board approval, and all proposals will become public record immediately upon receipt and may be posted on Michigan's website after award notification.
