About this opportunity
The Commonwealth of Kentucky Administrative Office of the Courts (AOC), a division of the Kentucky Court of Justice (KCOJ), issued Request for Bids (RFB) 025 2400000268 to procure security equipment and parts for use across court facilities throughout Kentucky. The procurement seeks a single vendor or multiple vendors to provide security parts and equipment on a master agreement basis, with delivery orders to be issued as needed. The scope of goods includes alarm systems, intercom systems, CCTV systems, access control systems, door hardware and electronic locking devices, networking equipment, security wire and installation parts, and miscellaneous special systems or parts from over 100 manufacturers and original equipment manufacturers (OEMs) including Honeywell, Cisco, Bosch, Samsung, Sony, Hikvision, and Axis. Bidders must provide percentage discounts off manufacturers' or OEMs' catalog price lists for all new, replacement, or repair parts, as well as separate discounts for non-standard catalog price lists, and may also offer hourly labor rates for delivery and installation services. The solicitation requires bidders to submit electronically to Solicitation@kycourts.net by 3:30 p.m. Eastern Time on December 14, 2023, with written questions due by December 1, 2023, anticipated AOC responses by December 7, 2023, award notification expected December 19, 2023, and contract execution anticipated for January 2, 2024. All bid submissions must include a signed transmittal letter on company letterhead, a signed copy of the solicitation, a certificate of authority for foreign entities, a completed bid form with all cost information, and a minimum of three current customer references. The AOC will award contracts to the lowest responsive, responsible bidder, with the initial contract term of one year with firm rates and prices, renewable for four additional one-year periods with written approval from both parties.
No specific set-aside designations for disadvantaged enterprises or restrictions on eligible bidders are identified in the solicitation documents provided. Foreign entities are required to obtain a Kentucky certificate of authority and must provide proof within fourteen days of bid opening, or their response will be deemed non-responsive and any awarded contract will be cancelled. Bidders must exclude Federal Excise Taxes, Kentucky Sales Tax, and Kentucky Use Tax from all quoted prices, as the Commonwealth is tax-exempt. Delivery must occur before June 30 of the award year during normal business hours, Monday through Friday from 8:00 a.m. to 4:30 p.m., with all packing, transportation, and delivery charges to be paid by the contractor. Payment will be made within thirty working days of receipt of an undisputed invoice or goods in satisfactory condition, with a penalty payment of 1 percent per month applied for payments exceeding thirty working days. No specific award values or budget ranges are disclosed in the solicitation documents; however, the award of the Master Agreement does not guarantee any minimum purchase volume or that any delivery orders will be issued.
