About this opportunity

The Michigan Bureau of State Lottery is requesting proposals for lottery drawing videographer services under RFP 260000002481, with proposals due October 14, 2026 at 3:00 p.m. Eastern and an anticipated contract start of October 26, 2026.

The procurement will result in two separate three-year contracts with two optional one-year renewal periods. One contract covers approximately 45 working days per year; the second covers approximately 25 working days per year. Contractors must record all Sunday lottery drawings (midday and evening) and other drawings not recorded by WDIV-TV at the Michigan Lottery's Detroit, Michigan studios. Availability requirements are strict: bidders must work both days and evenings, weekends, and holidays, with capability to work five consecutive Sundays and at least two Sundays per month. Mandatory qualifications include knowledge of camera operation, maintenance of current contact information for drawing personnel, and a working email account. The Michigan Lottery will provide the camera and accessories; contractors supply videography expertise and scheduling reliability.

Technical evaluation is weighted as follows: service capabilities (20%), availability (40%), vendor questions worksheet (10%), and prior experience (30%). Proposals must achieve a minimum score of 80 points on technical evaluation to advance to pricing evaluation. The State reserves the right to consider economic impact, including Michigan employment and investment, and may award to a Qualified Disabled Veteran/Service-Disabled Veteran-Owned Business if applicable.

Pricing must be submitted in a modifiable format with all costs included. Invoices are payable within 45 calendar days of the later of invoice receipt or final acceptance of deliverables. Quick payment discount terms are encouraged but optional. The question deadline is October 6, 2026; state answers will be posted by October 8, 2026. Contractors must accept standard contract terms or submit written exceptions with tracked changes and detailed explanations. All proposals become public records upon receipt.
