About this opportunity
The Colorado Department of Human Services, Division of Youth Services, on behalf of the 22nd Judicial District Juvenile Services Planning Committee, is soliciting proposals under RFP 2027000084 for a fiscal agent and umbrella employer for the Colorado Youth Detention Continuum (CYDC) program, with questions due November 18, 2026 and proposals due December 8, 2026 at 1:30 p.m. Mountain Time. Eligibility is open to any qualified entity, but the awardee must provide office space within the 22nd Judicial District, which encompasses Dolores and Montezuma counties, and maintain a local presence. Award is contingent on registration in CORE, SAM.gov, and the Colorado Secretary of State.
The vendor will manage CYDC funds and budget oversight, serve as employer for the CYDC Coordinator and case management staff, and handle recruitment, hiring, supervision, and performance evaluation. It will also develop and execute subcontracts with service providers, perform juvenile case management and tracking, and comply with DYS accounting requirements, using the SAVIO database for budget development and billing. Newly hired staff and contracted service providers must pass criminal background checks and urine screens. The vendor must carry liability insurance covering corporate, staff, and client coverage, attend bi-monthly JSPC meetings and quarterly executive committee meetings, and comply with E-Verify requirements. Exhibit D, a HIPAA Business Associate Agreement, requires FIPS-compliant encryption for internet transmissions and annual independent security assessments, places breach response costs on the contractor, and requires insurance covering PHI data loss.
Total available FY 2026-27 funding is $193,607.00, comprising $143,000.00 in CYDC funds and $20,907.00 in Marijuana Tax Revenue (MTR) funds. The fiscal agent manages approximately $150,536.00 ($118,983.00 CYDC and $29,553.00 MTR). Vendors must submit detailed budgets with proposed fiscal management and employment service costs and rates, plus separate budget narratives for CYDC and MTR funds. The contract is anticipated to run January 1, 2027 through June 30, 2027, with four optional one-year renewals at the State's discretion.
Proposals must be submitted electronically to a designated Box email address and must not exceed 30 pages. Required content includes a signature page, transmittal letter, technical and business proposal, demonstrated experience and capabilities, at least three references, and a detailed budget. The public opening is December 8, 2026 at 2:00 p.m. via Google Meet. Standard State contract terms apply, and vendors may modify them only through redlined exceptions that may negatively impact evaluation.
