About this opportunity

The Colorado Department of Human Services, Division of Youth Services (DYS), in conjunction with the 22nd Judicial District Juvenile Services Planning Committee, is requesting proposals for a fiscal agent and employer for the Colorado Youth Detention Continuum (CYDC) Program serving Dolores and Montezuma counties, with proposals due October 14, 2026 at 1:00 p.m. Questions are due September 29, 2026 at 10:00 a.m. A public opening is scheduled for October 14 at 1:30 p.m. via Google Meet. No pre-bid conference will be held.

The scope encompasses three primary service categories: fiscal agent services including fund management and subcontract development; employment services for a CYDC Coordinator and designated additional staff; and case management and tracking services involving detention screening, risk assessment, court liaison activities, and supervision of juveniles. The fiscal agent will manage approximately $150,536 ($118,983 in CYDC funds and $29,553 in Marijuana Tax Revenue funds) of the total $193,607 available in Fiscal Year 2026–27. The contract commences January 1, 2027, through June 30, 2027, with four optional one-year renewal periods at the State's discretion.

Vendors must demonstrate significant experience in fiscal management and juvenile justice services, maintain compliant double-entry accounting systems per generally accepted accounting principles (GAAP), comply with all DYS accounting requirements and the SAVIO database application for billing and tracking, and manage cash flow inherent in reimbursement-based contracting. Non-Colorado corporations must register as foreign entities and maintain a Certificate of Good Standing. Contractors receiving $400,000 or more in state funds must obtain annual independent audits. Eligible applicants must agree to State contract terms without modification, maintain liability insurance, provide background checks for staff, and comply with HIPAA Business Associate Agreement requirements for protecting Protected Health Information. Budget changes exceeding 10% between line items require prior written DYS approval. Proposals must not exceed 30 pages and be submitted electronically via email attachment.
