About this opportunity

The State of Michigan Department of Technology, Management and Budget is requesting proposals for a JCB 3TS-8T Teleskid skid steer with attachments for delivery by September 29, 2026 to the Michigan Veteran Home at D.J. Jacobetti in Marquette, with proposals due September 7, 2026 at 3:00 p.m. Eastern Time. The procurement is RFP 260000002475 and is funded in whole or in part with federal government funds, requiring contractor compliance with Title 2 of the Code of Federal Regulations Part 200; federal debarment and suspension verification through the System for Award Management; domestic preferences for U.S.-produced goods; and affirmative socioeconomic steps to ensure small and minority businesses are considered for subcontracts. The Davis-Bacon Act, Byrd Anti-Lobbying Amendment, and Build America, Buy America Act requirements do not apply.

The scope includes a tracked cab with heat and air conditioning, high-flow hydraulics with creep speed, JCB controls with seven-way joysticks, and an attachment harness. Required attachments are an Erskine 84" SBX 360 Snowblower, 48" Pallet Forks, and an 84" Landscape Bucket. Bidders must provide a trade-in allowance for a 1996 Case 1845C Skid Steer and associated attachments. Dealer setup of all equipment and attachments is required within one calendar day of delivery. A dedicated Program Manager and customer service and technical support availability during business hours (8:00 a.m. to 4:30 p.m., Monday through Friday) are required.

Evaluation is weighted 30% pricing, 35% delivery capabilities, and 35% vendor questions worksheet responses. Proposals must achieve a minimum score of 80 points to advance to price evaluation. The State will consider total cost of ownership, economic impact including Michigan job creation and employment, and service-disabled veteran-owned business status in award determination. Bidder questions were due August 31, 2026, with answers posted September 1. Pricing must remain firm for the entire contract term. Pricing proposals must be submitted separately and in modifiable format. The solicitation manager is Jeff Radulski, 586-210-7167, radulskij@michigan.gov.
