About this opportunity
The Michigan Department of Technology, Management, and Budget is soliciting proposals for herbicides, tank mixing, training, and related services under RFP 260000001968, with proposals due June 26, 2026 at 11:59 a.m. Eastern. An Agricultural Pesticide Dealer License or Restricted Use Pesticide dealer license is a mandatory minimum requirement.
The scope covers supply of approximately 70 herbicide products and related additives (Roundup, Garlon, Arsenal, Atrazine, and others); custom blending of herbicide mixtures in returnable containers ranging from 15 to 350 gallons; applicator accessories including Micromatic couplers and hand pumps; a 12-volt electric chemical diaphragm pump kit (minimum 10 GPM); training in chemical storage, tank mixing, product blending, equipment calibration, and herbicide application; and technical support with 24-hour response times and three-business-day on-site resolution. Custom blending must use computer-controlled processing with state-certified scales guaranteeing plus or minus 0.25% accuracy. The contractor must maintain an Agricultural Pesticide Dealer License, designate a Program Manager available 8 a.m. to 5 p.m. EST Monday–Friday, and attend the MDOT Annual Vegetation Management Conference (typically spring). Deliveries must occur within 10 business days of order. All packaging must meet DOT/UN regulations. Environmental compliance requires identification of energy-efficient and bio-based products, mercury-free procurement where possible, and certification that products contain no intentional PFAS.
The contract term is five years effective October 1, 2026, through September 30, 2031, with options for up to three additional one-year renewal periods at the State's discretion. The contract extends to MiDEAL members, including local units of government, school districts, universities, community colleges, and nonprofit hospitals. Pricing is firm for 365 days; adjustments require written request with documented cost support and 30-day negotiation. The State is not obligated to purchase all items or quantities listed and reserves the right to negotiate and award to one or more bidders.
Technical evaluation weights 40% to Statement of Work Sections 4–14, 45% to Sections 15–25, 10% to Sections 26–35, and 5% to the Vendor Questions Worksheet (100 points total). Pricing is evaluated only for proposals scoring 80 or more technical points. The State may consider Qualified Disabled Veteran/Service-Disabled Veteran-Owned Business status and economic impact including Michigan job creation. Contracts valued at $250,000 or more require State Administrative Board approval. Questions were due June 2, 2026; answers posted June 9, 2026. Insurance requirements include Commercial General Liability ($1 million per occurrence / $2 million aggregate), Umbrella/Excess Liability ($5 million per occurrence / $10 million aggregate), Automobile Liability ($1 million per accident), Workers Compensation per law, Employers Liability ($500,000), and Environmental and Pollution Liability ($1 million per occurrence / $2 million annual aggregate), all from A.M. Best A-VII or higher insurers. The State must be named as additional insured on a primary, non-contributory basis. Late or improper completion incurs liquidated damages of $1,000 plus $500 per day. Service level agreement penalties apply to delivery timeliness, reporting, customer responsiveness, and delivery accuracy failures.
