About this opportunity
The Texas Comptroller of Public Accounts has issued Request for Proposals (RFP No. 240f) seeking a qualified federal compliance monitoring firm to provide services for the State Energy Conservation Office's State Energy Program: Infrastructure Investment and Jobs Act Schools and Hospitals Programs. The selected contractor will monitor awardee and subcontractor compliance with federal regulations including the Davis-Bacon Act, Build America Buy America Act, National Environmental Policy Act, and National Historic Preservation Act. Required services include reviewing 15 percent of certified payrolls weekly, verifying contractor certifications, developing training materials, conducting site visits for approximately 15 percent of awarded projects, and participating in monthly virtual meetings with SECO staff. Evaluation criteria will assess Texas personnel and subcontractor qualifications (10 percent), relevant compliance monitoring experience (30 percent), internal structures and controls (20 percent), and mandatory pricing (40 percent). Key dates include written questions due December 3, 2025, with responses posted December 10, 2025, and proposals due January 21, 2026. The contract is anticipated to be executed on April 22, 2026, with an initial term through April 22, 2027, and an optional renewal period through May 31, 2028.
The procurement includes a significant Historically Underutilized Business (HUB) subcontracting requirement, with statewide HUB goals ranging from 11.2 to 32.9 percent, and professional services contracts subject to a 23.7 percent goal. Respondents must submit a comprehensive HUB Subcontracting Plan and can choose from three compliance pathways: awarding all subcontracting work to HUB vendors, meeting the agency-specified HUB goal with a combination of HUB and non-HUB vendors, or demonstrating good faith efforts if unable to meet the goal. Respondents must be registered and maintain active status in the System for Award Management database with a Unique Entity Identifier. The maximum contract amount is $1,800,000.00, with the successful respondent required to provide a minimum 10 percent match meeting specific federal criteria. The Department of Energy has established a maximum reimbursement limit of 10 percent of the total contract award for indirect and fringe benefits costs. Respondents must detail all costs, including professional services, travel, and other direct operating expenses, in the Mandatory Price Sheet, with hourly and travel rates provided for all key personnel.
