About this opportunity

The Materials Innovation and Recycling Authority (MIRA) in Connecticut has issued a Request for Proposal (RFP) for the delivery of Interruptible Contract Waste (ICW) during Fiscal Year 2022, specifically targeting waste haulers and entities operating in Hartford County. The procurement seeks proposals for delivering a minimum of 7,500 tons of Municipal Solid Waste (MSW) not otherwise committed as Municipal Service Agreement (MSA) or Contract Waste, with deliveries subject to periodic curtailment as instructed by MIRA. The primary objective is to utilize additional capacity at MIRA's Resource Recovery Facility during the period from July 1, 2021 to June 30, 2022, with deliveries made directly to the facility. Key evaluation criteria include a minimum price of $80 per ton that proposers must be willing to pay MIRA, with the agency reserving the right to curtail waste deliveries based on maintenance activities and seasonal waste delivery fluctuations. The RFP was posted on July 13, 2021, with a vendor Q&A period running from July 13 to July 22, 2021, and proposal submissions due by August 4, 2021 at 3:00 PM EDT.

The RFP contains no specific set-aside designations or restrictions on participating organizations, effectively making the opportunity open to all waste haulers and entities capable of meeting the specified requirements. No incumbent vendors or current contractors are mentioned in the documentation, and there are no detailed notes about existing infrastructure or technology integration requirements. The solicitation does not provide a comprehensive budget range or total contract value, though the minimum waste delivery commitment is 7,500 tons at a rate of at least $80 per ton, which would represent a minimum potential revenue to MIRA of approximately $600,000 for the fiscal year. The delivery terms are specified as Free On Board Destination, with payment terms to be determined by the vendor. MIRA's contact for questions regarding the RFP is Roger Guzowski, who can provide additional details about the procurement opportunity.

Opportunity text

MIRA expects to have additional capacity available at its Resource Recovery Facility subject to its major maintenance activities and seasonal fluctuations in MSA and Contract Waste deliveries. Therefore MIRA is seeking proposals from waste haulers or other entities ("Proposers") to deliver MSW not otherwise committed as MSA or Contract Waste, which deliveries will be subject to periodic curtailment as instructed by MIRA ("Interruptible Contract Waste" or "ICW"). This RFP contemplates that MIRA will make additional capacity available at the Facility for the delivery of ICW during the period beginning July 1, 2021 and ending June 30, 2022. MIRA is seeking proposals for the delivery of a minimum of 7,500 tons of ICW directly to the Facility during the Term subject to the monthly and quarterly delivery commitments specified in the RFP. MIRA will only consider proposals in which the price that Proposer is willing to pay MIRA is equal to or greater than $80 per ton.
