About this file
This is a Request for Proposal (RFP) document issued by the Materials Innovation and Recycling Authority (MIRA) in Connecticut for the delivery of Interruptible Contract Waste during Fiscal Year 2022. The RFP seeks waste haulers or other entities to deliver Municipal Solid Waste (MSW) not otherwise committed as MSA or Contract Waste to MIRA's Resource Recovery Facility, with deliveries subject to periodic curtailment as instructed by MIRA. The contract period runs from July 1, 2021 through June 30, 2022. Vendors must deliver a minimum of 7,500 tons of Interruptible Contract Waste directly to the Facility during the term. The RFP opened on July 13, 2021, with a vendor Q&A period from July 13 to July 22, 2021, and proposals are due by August 4, 2021 at 3:00 PM EDT.
MIRA will only consider proposals where vendors are willing to pay MIRA a price equal to or greater than $80 per ton for waste delivery. The delivery terms are specified as Free On Board Destination, with payment terms to be vendor-specified. The RFP is open to all vendors and makes additional capacity available at the Facility subject to MIRA's major maintenance activities and seasonal fluctuations in MSA and Contract Waste deliveries. Monthly and quarterly delivery commitments will be specified in the RFP documentation.
