About this opportunity

Cadillac Area Public Schools is issuing a Request for Proposal (RFP) for concrete and sidewalk removal, repair, and installation services across two school locations: Mackinaw Trail Middle School and Cadillac High School. The procurement encompasses concrete demolition and disposal, site restoration, subbase preparation with clean fill, formation and pouring of approximately 10,440 square feet of 4-inch sidewalks with wire mesh, and formation and pouring of curbs and ramps with ADA-compliant pads totaling 685 linear feet. Successful bidders must provide detailed cost breakdowns for all work phases, equipment, mobilization, site preparation, and unit pricing for unforeseen work, along with a comprehensive project timeline. Contractors must comply with Michigan prevailing wage requirements under M.C.L. 480.1101 et seq., including submission of certified payroll records, and all materials and workmanship must meet or exceed industry standards with full ADA compliance. Non-mandatory site walk-throughs are available between April 27 and May 1, 2026, and can be scheduled with Lindsey Akom via email. Sealed proposals are due May 6, 2026, at 2:00 p.m. at the District office, 400 Linden Street, Cadillac, Michigan 49601, with proposals addressed to Doug Sprik marked "Concrete/Sidewalks." Post-bid interviews will occur between May 7 and May 11, 2026, with the Board of Education tentatively awarding the contract to the lowest qualified bidder at the June board meeting. Work must be completed by August 21, 2026, though the District will consider a phased approach spanning two summers.

Proposals must include a sworn and notarized Familial Disclosure Form, an Iran Economic Sanctions Act Certification affidavit, and a completed proposal form with base bid pricing for summer 2026 installation and an alternate bid option for summer 2027 installation. A bid bond equal to 5% of the total contract amount is required at proposal submission, and the successful bidder must furnish performance and payment bonds equal to 100% of the contract amount prior to contract execution. Bidding documents are available for review at www.cadillacschools.org and through http://www.skillmanplanroom.com/. The RFP does not specify designated set-asides for disadvantaged enterprises, though bidders must demonstrate compliance with all applicable prevailing wage and bonding requirements. No incumbent vendors or current contractors are identified in the procurement documents. The Board of Education reserves the right to accept or reject any or all proposals in its sole discretion based on what it determines to be in the best interest of the school district, though no specific budget range or award value is disclosed in the available documentation.
