About this opportunity

The Ware County Board of Commissioners in Waycross, Georgia, issued a Request for Proposals for audit services to be performed by qualified Certified Public Accountants. The procurement encompasses financial and compliance audit services for both Ware County and the Solid Waste Management Authority of Ware County for three consecutive fiscal years beginning with the fiscal year ending June 30, 2026, through June 30, 2029, subject to annual review and appropriation of funds. All audits must be conducted in accordance with the Official Code of Georgia Annotated, Generally Accepted Auditing Standards, and Government Auditing Standards, with all audit work to be completed by December 31st of each year. Required qualifications include demonstrated experience with county governmental audits, identification of assigned audit staff with appropriate credentials, and provision of at least four references from current county government clients. The evaluation criteria assign 30 percent weight to experience with government audits, 25 percent to qualifications of assigned staff, 25 percent to audit approach, and 20 percent to cost, with cost serving as a secondary factor when technical proposals are substantially equal in merit. A Letter of Intent to Propose is due by April 1, 2026, at 12:00 p.m., with technical proposals (two copies) and cost proposals (one original in a separate sealed envelope) required by April 17, 2026, at 12:00 p.m. Selection recommendation is scheduled for April 17, 2026, with approval and award by May 11, 2026.

The RFP does not indicate specific set-aside designations or restrictions limiting participation by disadvantaged enterprises or particular entity types. The incumbent contractor is Carr, Riggs & Ingram, which performed the audit for the fiscal year ending June 30, 2025. Ware County operates with a General Fund budget of approximately $50 million and maintains multiple governmental and business-type funds utilizing ADG accounting software, which the selected auditor must be able to integrate with and access. The selected firm must retain all audit documentation for five years after final payment and provide access to Ware County, authorized agents, and regulatory agencies. While no specific budget range is disclosed in the RFP, the cost proposal must itemize total hours by personnel level (Partners, Managers, Supervisory Staff, and Clerical) and provide total annual audit fees for each of the three fiscal years. Proposals should be submitted to Kayley Johnson, Ware County Commission, 305 Oak Street, Suite 227, Waycross, GA 31501.
