About this opportunity
The City of Fort Worth Environmental Services Department is issuing Request for Proposal (RFP) 26-0037 to procure mosquito trapping and surveillance services on an as-needed basis for the jurisdiction of Tarrant County, Texas. The primary objective is to establish a comprehensive mosquito surveillance program operating from May 1 through October 31 annually, with the contractor required to deploy and maintain a minimum of 40 traps per week across City-designated locations, collect specimens within 24 hours of deployment, and deliver samples to the Tarrant County Public Health Department laboratory on the same business day of collection. Services include routine surveillance to identify breeding activity, monitor population density, and test for disease-carrying species including West Nile Virus and Dengue Fever. Qualified contractors must employ at least one full-time entomologist with a minimum of three years of similar experience, operate a permanent business address, maintain 24/7 phone and email availability with customer support between 7:00 a.m. and 7:00 p.m. seven days per week, and provide all necessary equipment including Gravid traps, BG-Sentinel traps, batteries, dry ice, nets, and related supplies. Evaluation criteria include Cost (30 points maximum), Technical Approach and Methodology (15 points), Experience and Qualifications (20 points), Capacity, Responsiveness and Service Availability (10 points), and Small Business Goal achievement (25 points), with proposals receiving less than 50 percent of total available points, excluding price points, deemed non-responsive. The proposal due date is December 18, 2025, with submission required through the City's Euna Portal electronic procurement system, and public proposal opening scheduled for approximately 2:00 PM CST on the close date at Fort Worth City Hall (100 Fort Worth Trail).
The City of Fort Worth has established a 30 percent small business utilization goal requiring bidders to subcontract or expend at least 30 percent of the total awarded contract value with certified Small Business Firms located in Tarrant, Wise, Johnson, Parker, or Denton County with current certification from an organization approved by the City Manager; failure to complete the Small Business Utilization Form or submit required certifications will result in zero points being awarded for this evaluation criterion. The initial contract term shall be 12 months from the effective date with an option to renew for up to four additional one-year periods unless either party provides 60 days' written notice of non-renewal, establishing a potential maximum contract duration of five years. Pricing must be submitted on a unit-cost basis as firm-priced offers with all associated costs including labor, materials, supplies, fuel, delivery, overhead, and profit included in the quoted prices; price adjustments may only be requested annually in conjunction with contract renewal with 60 days' written notice and supporting cost documentation. All proposers must complete required forms including IRS Form W-9, Texas Conflict of Interest Questionnaire, Small Business Utilization Form, and a Qualification Questionnaire demonstrating minimum three years of relevant experience. The vendor services agreement requires comprehensive insurance coverage including Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Automobile Liability ($1,000,000 combined single limit), Workers' Compensation at statutory limits, and Professional Liability ($1,000,000 each claim/$1,000,000 aggregate) with the City named as additional insured. No specific budget range or award value is disclosed in the procurement documents, with compensation to be determined through the best-value evaluation process based on submitted proposals and contract renewal periods.
