About this opportunity
The City of Newark, New Jersey is soliciting proposals through RFP #2025-14 for an Emergency Housing Program targeting individuals and families in Essex County. The procurement seeks qualified non-profit organizations to provide comprehensive emergency housing services, with proposals due electronically by 10:15 am on March 6, 2025, through the city's e-Procurement Portal. The contract will span twelve consecutive months with an option for one additional year of renewal. Proposers must demonstrate capabilities in residential and supportive services, shelter facility management, and alignment with Mayor Baraka's strategies for improving homeless services. The evaluation will assess proposals across six key criteria: experience and qualifications (20 points), strategic alignment (20 points), program cost (20 points), residential and supportive services (15 points), security and facilities management (15 points), and collaboration (10 points). Contractors must provide detailed rate schedules, personnel lists, and hourly rates, and submit required documentation including a New Jersey Business Registration Certificate and Certificate of Employee Information Report.
The RFP is specifically targeting licensed, tax-exempt non-profit organizations with at least three years of experience serving vulnerable populations. Contractors must possess necessary licenses and certifications to manage emergency housing sites, which may include for-profit organizations, private businesses, hotels, and motels. While no specific incumbent vendors are listed, the program aims to end chronic homelessness through a comprehensive three-year planning process focused on collaboration, prevention, and housing stability. Proposers must demonstrate capabilities in comprehensive service delivery, including staff training on de-escalation techniques, employment resource integration, and housing navigation. Although specific budget ranges are not explicitly detailed, the evaluation will consider program costs as a significant factor, with a 20-point scoring component. The city emphasizes a holistic approach, requiring contractors to provide health services, food services, case management, and shelter operations that support residents in transitioning to stable housing.
