About this opportunity
The City of Brooksville, located in Hernando County, Florida, is soliciting bids through RFP-DPW-2026-0001 for cationic polymers used in bio-solids processing at their Wastewater Treatment Plant (WWTP). The procurement seeks a vendor to supply polymers that interact with negatively charged particles in sludge to form flocs during treatment, with typical shipments of 250 gallons per container lasting approximately two months. The pre-bid conference is scheduled for Thursday, November 6, 2025, at 10:00 AM, with proposal submissions due on Thursday, November 13, 2025, at 11:00 AM. Evaluation criteria will encompass comprehensive factors beyond cost, including vendor qualifications, performance history, and compliance with statutory requirements. The city reserves the right to reject any or all bids and award the contract based on the most advantageous proposal to the municipality.
The contract appears to have no specific set-aside designations for disadvantaged enterprises, but includes mandatory provisions such as E-Verify requirements and public records compliance. Vendors must meet minimum qualifications and provide various statutory disclosures regarding eligibility, including restrictions on associations with certain foreign countries or involvement in boycotts. While specific budget ranges are not explicitly detailed, the draft agreement suggests potential for an initial contract term with options for up to two additional one-year renewals. The procurement process emphasizes vendor transparency, statutory compliance, and a holistic evaluation approach that considers multiple dimensions of vendor capability beyond pricing. Potential respondents should carefully review all attachment requirements and be prepared to demonstrate comprehensive technical and operational competence in polymer supply for wastewater treatment applications.
Opportunity text
The City of Brooksville is seeking bids for a product used at the wastewater treatment plant for process of bio-solids daily. The wastewater treatment plant uses cationic polymers, which are positively charged, and interact with negatively charged particles in the sludge to form flocs during treatment. Cationic polymers are commonly used in the treatment of sludge containing organic matter, such as in sludge sewage treatment plants. A typical shipment for the City is 250 gallons per container, with orders dependent on operational needs. These are shipped directly to the treatment plant. Depending on delivered amount, each shipment lasts approximately two (2) months.
