About this opportunity
Harris County Precinct 4 is soliciting competitive proposals through a Request for Proposal (RFP) process to design, provide, remove, and install a comprehensive all-inclusive playground facility at Freed Park (6818 Shadyvilla Lane, Houston, Texas 77055). The project scope encompasses the turnkey development of approximately 6,000 square feet of playground space serving children ages five through twelve with equitable play opportunities for users of all abilities, including a modern play structure, separate swing set, fall-attenuating poured-in-place rubber surfacing, and a permanent shade structure engineered to withstand 130-150 mile-per-hour wind loads with ultraviolet-blocking fabric. The successful vendor must complete all project work, including site restoration and third-party safety audits, by September 1, 2026, and is responsible for all permitting costs, payment and performance bonds, and engaging an independent Certified Playground Safety Inspector to conduct a full audit verifying compliance with ASTM F1487 and CPSC guidelines. Vendors must demonstrate experience completing at least three similar inclusive playground projects exceeding 6,000 square feet within the last five years and submit typed, single-spaced proposals organized into six sections addressing transmittal letter, scope of service with 3D renderings and 2D diagrams, drainage and shade structure specifications, pricing information, organizational qualifications, and legal documents. The RFP is due by April 27, 2026, with a mandatory pre-proposal conference and site visit scheduled for Monday, April 6, 2026, at 11:00 a.m. CST, and written questions must be submitted through the Bonfire platform by a specified deadline. Award evaluation criteria weight Design Innovation and Inclusive Play Value at 30 percent, Safety and Technical Compliance at 20 percent, Project Methodology/Schedule/Site Preparation at 20 percent, Vendor Qualifications and Experience at 15 percent, and Pricing at 15 percent, with awards made on a lowest and best offer basis in accordance with Texas law.
This procurement includes a Minority- and Woman-Owned Business Enterprise (M/WBE) participation goal requiring bidders to make good faith efforts to meet or exceed an established goal percentage through engagement of certified M/WBE subcontractors recognized by the City of Houston, U.S. Small Business Administration, Texas Unified Certification Program, National Minority Supplier Development Council, Houston Minority Supplier Development Council, Women's Business Enterprise National Council, or Women's Business Enterprise Alliance, with M/WBE firms required to demonstrate a Significant Local Presence in Harris, Fort Bend, Montgomery, Brazoria, or Galveston Counties. Contractors are subject to Harris County's mandatory minimum wage requirement of $21.65 per hour for all workers directly assigned to the contract, a Harris County Contractor Safety Record Policy requiring certification of OSHA compliance, and comprehensive insurance requirements including Workers Compensation with $1,000,000 employers' liability limits, Commercial General Liability of $1,000,000 per occurrence, Automobile Liability of $1,000,000 combined single limit, and Umbrella/Excess Liability of $1,000,000 per occurrence, with Harris County named as Additional Insured on a primary and non-contributory basis. All vendors must provide a bid guaranty equal to five percent of the total bid amount in the form of either an individual bid bond or bank cashier's check payable to Harris County, and the successful bidder must furnish a performance and payment bond equal to the full contract amount within ten days of award. The total project budget shall not exceed $600,000, and Harris County will compensate the awarded vendor monthly based on milestone or progress-payment basis contingent upon written acceptance of deliverables and issuance of a purchase order by the Harris County Purchasing Agent.
