About this opportunity
Harris County Precinct 4 is soliciting qualified vendors through a Request for Proposal (RFP) to design, provide, remove, and install playground equipment at Archbishop Fiorenza Park. The procurement requires a comprehensive turnkey solution encompassing the removal of existing equipment from a 4,225 square-foot space and the design and installation of two distinct universally accessible playground areas serving children ages two to five and five to twelve years, incorporating physical, sensory, and cognitive play elements. Deliverables include three-dimensional renderings, two-dimensional plan diagrams, drainage plans, shade structure specifications, LED lighting (solar-powered preferred), fall-attenuating safety surfacing, a permanent shade structure engineered to withstand 120 mph wind loads, as-built drawings, and comprehensive warranty documentation. The selected vendor must hire an independent Certified Playground Safety Inspector to conduct a third-party safety audit verifying compliance with ASTM F1487 and CPSC guidelines, address any identified deficiencies within five days of notification, and complete all project work by October 1, 2026. Evaluation criteria include design innovation and play value (35 percent), safety and technical compliance including IPEMA certification and ASTM F1487-21 compliance (20 percent), project methodology and schedule (20 percent), vendor qualifications and experience demonstrating completion of at least three similar projects within the past five years (15 percent), and pricing (10 percent). A pre-proposal conference and mandatory site visit are scheduled for Tuesday, April 28, 2026, at 10:30 a.m. CST at 13551 Westpark Drive, Houston, Texas 77082, with written questions submitted through Bonfire prior to the deadline. Proposals are due by May 18, 2026, at 2:00 p.m. local Houston time, submitted online through Bonfire or as sealed hard copies.
The RFP includes a Minority- and Woman-Owned Business Enterprise (M/WBE) utilization requirement with vendors required to submit M/WBE Utilization Plans demonstrating achievement of participation goals through certified M/WBE subcontractors or documented good faith efforts; certified firms must maintain active certifications from approved agencies and demonstrate significant local presence. Vendors are subject to Harris County's Contractor Minimum Wage Policy requiring payment of $21.65 per hour to all workers directly assigned to the contract and must comply with Harris County's Contractor Safety Record Policy, including OSHA certification requirements and verification of no OSHA Severe Violator Enforcement Program listings within three years. All vendors must obtain and maintain comprehensive insurance coverage including Workers' Compensation, Commercial General Liability ($1,000,000 per occurrence), Automobile Liability ($1,000,000 combined single limit), Umbrella/Excess Liability ($1,000,000), and Professional/Errors & Omissions Liability ($1,000,000), with Harris County named as additional insured; subcontractors on contracts exceeding $25,000 must provide a payment bond equal to 100 percent of the proposal amount, and all vendors must submit a bid guaranty equal to 5 percent of the total bid amount. No incumbent vendors or current contractors are identified in the procurement documents, and no existing technology infrastructure requiring integration is specified. The total project cost shall not exceed $250,000, with Harris County compensating the selected vendor on a monthly basis according to milestone or progress-payment arrangements upon submission of invoices to the Auditor's Office, contingent upon Harris County Commissioners Court approval of the award.
