About this opportunity
The Department of Veterans Affairs, VA Integrated Service Network (VISN) 5 Network Contracting Office (NCO) 21, is soliciting proposals for design-build services to install parking lot shades and reconfigure the parking lot at VA Medical Center Las Vegas under RFP 36C26126R0055, with Phase One proposals due October 15, 2026 at 2:00 PM PDT, and this is a total Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside requiring SBA certification and SAM registration at proposal submission and prior to award.
The scope encompasses complete design services, labor, materials, engineering, and construction to deliver parking lot improvements including shade structures, parking lot reconfiguration, pedestrian safety enhancements, ADA/ABAAS accessibility improvements, and drainage modifications on the active medical center campus at 6900 North Pecos Road, North Las Vegas. Design deliverables must comply with OSHA, OHS, and VA Master Specifications and include parking lot improvement documents and engineering calculations to reduce vehicle-pedestrian conflicts and protect Veterans and staff from extreme heat.
The procurement is valued between $5 million and $10 million on a firm-fixed-price basis, with a contract period of 550 calendar days after Notice to Proceed. NAICS 236220 applies with a $45 million small business size standard. Davis-Bacon wage rates (Wage Determination NV20260091, dated July 30, 2026) are in effect.
The selection employs a two-phase design-build procedure: the Government will select a maximum of five most highly qualified offerors from Phase One to submit Phase Two proposals. Phase One evaluation criteria include Technical Approach (Acceptable/Unacceptable), Experience/Specialized Experience, and Past Performance, weighted equally; Phase Two will assess Key Personnel Experience/Qualifications, Project Schedule, and Price, with technical factors combined approximately equal in importance to price. Bid, payment, and performance bonds are required.
A mandatory pre-proposal conference and site visit is scheduled for September 17, 2026 at 10:00 AM PDT at Administration Building #6. Requests for Information are due September 24, 2026 at 2:00 PM PDT. Proposals must be submitted electronically in PDF format to Christopher Whipple (christopher.whipple@va.gov) with a copy to Daniel Jhun (daniel.jhun@va.gov), with individual email attachments not exceeding 5 MB.
