About this opportunity

Burke County Public Schools in Waynesboro, Georgia is issuing a Request for Proposals for design-build services related to security hardening projects at three school facilities: Waynesboro Primary School, Blakeney Elementary School, and Sardis Elementary School. The scope of work encompasses the installation of bullet-resistant glass storefronts and half-walls between vestibules and administrative areas, hardening of existing doors and storefronts in vestibules, and associated construction activities including ceiling alterations, wall and floor repairs, and relocation of mechanical, electrical, data, and security monitoring systems. Proposals will be evaluated on three weighted criteria: qualified provider's ability to successfully implement the program (45 points), design approach (30 points), and financial considerations (25 points). Minimum qualifications require respondents to hold a Georgia General Contractors License, employ a Registered Architect licensed in Georgia, maintain professional engineers registered in Georgia, and demonstrate completion of a minimum of five similar design-build contracts with K-12 public school districts. A mandatory pre-proposal meeting and site visit will be held on February 24, 2026 at 10:00 a.m. at the Burke County Board of Education Office (789 Burke Veterans Pkwy, Waynesboro, GA 30830). Written questions must be submitted by February 26, 2026, with sealed proposals due by 11:00 a.m. EST on March 13, 2026 at the Board of Education Office. The Board anticipates approving the selected firm on March 17, 2026, issuing a Letter of Intent on March 19, 2026, with contract award serving as project commencement.

The RFP does not specify set-aside designations or restrictions based on disadvantaged enterprise status, indicating the procurement is open to all qualified firms meeting the stated licensing and experience requirements. No incumbent vendors or existing contractors are identified in the documentation. Required insurance includes General Liability coverage of $1,000,000 per occurrence with a $2,000,000 general aggregate, Workers' Compensation of $1,000,000, and an Umbrella Policy of $10,000,000 in addition to individual coverage. The selected firm will develop a detailed Scope of Work and negotiate the contract agreement following selection, with pricing terms to be determined during this phase rather than specified in advance. Respondents must submit four hard copies and one electronic copy of their proposals, and the cost of preparing proposals, including site visits and design work, will not be reimbursed by the School Corporation. The Board reserves the right to reject any and all proposals, terminate the project prior to submissions, and waive any informalities or irregularities in responses.
