About this opportunity

The Jones County Board of Tax Assessors is seeking proposals for a comprehensive county-wide property revaluation services contract. The procurement involves a full field inspection and revaluation of all taxable and tax-exempt properties, including residential, agricultural, and commercial properties with associated improvements. Specific deliverables include developing a Microsoft SQL Server database compatible with the county's systems, creating a grading manual for residential improvements, conducting ratio studies, producing market analysis worksheets, and performing a "ride by" property inspection with front photography of major improvements. The project requires updating the county's Computer Assisted Mass Appraisal (CAMA) system with detailed property characteristics and developing new valuation schedules that reflect current market conditions. Key evaluation criteria include maintaining an assessment level between 38.50% and 41.00%, with a coefficient of dispersion not exceeding 12% for residential properties and 18% for all property classes. Proposals are due by 3:30 PM on May 1, 2025, and will be opened and read aloud in the Government Center Conference Room located at 166 Industrial Blvd. in Gray, GA. Interested firms can obtain the bid package by visiting www.jonescountyga.org, and questions should be directed to James Davis, Acting Chief Appraiser, via email at BOA@jonescountyga.org.

The RFP does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. While no incumbent vendor is mentioned, the county will provide workspace and computer connections for the selected contractor. The contract will be structured with equal monthly invoices totaling the annual contract amount, though a specific budget range is not disclosed in the available documentation. The project requires the selected firm to have expertise in property valuation, GIS mapping, and compliance with Georgia Department of Revenue regulations. Contractors must demonstrate technical capabilities to integrate with the county's existing Microsoft SQL Server and CAMA systems, as well as the ability to conduct comprehensive property assessments across various property types. Successful vendors will need to show proficiency in developing detailed property characteristic databases, creating accurate valuation models, and maintaining high standards of assessment uniformity and market responsiveness. The anticipated contractor selection date is May 15, 2025, following the proposal submission and review process.
