About this opportunity
The County Commissioners of Kent County, Maryland are requesting proposals for ballistic-resistant security upgrades to the County Judicial Office/Courthouse under RFP CC 26-07, with proposals due December 17, 2025 at 10:00 a.m. The County intends to award two separate contracts based on the combined lowest cost for Proposal A and Proposal B; work is phased so the two proposals cannot be performed simultaneously.
The scope includes installation of blast film, a prefabricated "L"-shaped assembly with an arched transaction window compatible with a stainless steel deal tray, opaque armor panels with bullet-resistant glazing, and a full-vision wide stile security door. Ballistic rating required is UL 752 Level 2 for glazing and panels, with Level 3 components acceptable. Panels must be prefabricated to accommodate existing electrical receptacles and PTAC units, installed on the exterior of existing finishes, and painted to match existing wall colors. Electrical and data work is limited to restoring existing functionality of security doors, ceiling lighting, and other existing components. Standard work hours are 7:00 a.m. to 4:00 p.m., Monday through Friday; after-hours work requires background checks and County approval. Coatings acceptable include powder-coated, clear anodized, or 70% PVDF fluoropolymer (Kynar 500 or Hylar 5000 meeting AAMA 2605).
No prevailing wages apply. The County reserves the right to pass through actual costs incurred due to contractor delays, with material lead time delays subject to coordination between the parties. No liquidated damages are established.
A pre-bid meeting was held November 21, 2025 at the Department of Public Works, 709 Morgnec Road, Chestertown, Maryland. Questions were due December 2, 2025 at noon. Addendum No. 1, posted December 4, 2025, deleted the speaker port specification and clarified ballistic ratings and coating options. Bidders must acknowledge receipt of the addendum by signature and include the entire document with sealed bid submissions.
