About this opportunity

The Oregon Department of State Police is soliciting proposals for Building System Commissioning services for the new Eugene Medical Examiner Office and Forensics Lab, a design-build project located at 3300 Chad Drive, Eugene, Oregon 97408. The approximately 44,000 square-foot facility comprises 17,100 square feet of forensics lab space, 10,200 square feet for medical examiner operations, and additional space for cold storage, administrative functions, and building support services. The commissioning consultant will ensure all building systems—including mechanical, electrical, plumbing, fire/life safety, communications, security/access control, laboratory systems, and building envelope systems—are designed, installed, tested, and capable of performing in accordance with the Owner's Project Requirements throughout design, construction, closeout, and warranty phases. The project features a Guaranteed Maximum Price of $71,600,000, with design anticipated to commence in November 2025 and substantial completion estimated for Spring 2029. Minimum qualifications require applicants to hold a current Professional Engineer (PE) license or certification from the Building Commissioning Association or AABC Commissioning Group (CCP or CBECxP), demonstrate commissioning experience with design-build teams, and provide three references from the last five years on similar facilities with budgets exceeding $30 million. Highly desirable qualifications include Certified Commissioning Authority (CxA) status, experience with secure facilities requiring CJIS clearance, knowledge of Oregon SEED and GET requirements, and familiarity with NISTIR 7941 and OSSC Occupancy Category IV standards. Proposals are due May 4, 2026, at 2:00 PM PST through the OregonBuys electronic procurement system, with evaluation anticipated within ten calendar days of bid opening and contract effectiveness targeted for Spring 2026. Evaluation criteria include a cover letter (10 points), proposer experience and qualifications (40 points), understanding of services and approach (30 points), required forms (pass/fail), price proposal (20 points maximum), and potential interviews (50 points maximum), with proposals limited to ten pages excluding attachments.

The RFP is subject to Oregon's Certified Firm participation requirements, requiring proposers to identify their certification status under Oregon Revised Statutes 200.055 through the Oregon Certification Office for Business Inclusion and Diversity (COBID), including designations as minority-owned businesses (MBE), woman-owned businesses (WBE), service-disabled veteran-owned businesses (SDV), or emerging small businesses (ESB). All proposers must complete a Certified Disadvantaged Business Outreach Plan detailing anticipated subcontracting opportunities and steps to solicit Certified Firms for subcontracting work, though this information is not subject to scored evaluation. Proposers are required to maintain Professional Liability Insurance of $2,000,000 per claim and $2,000,000 annual aggregate, Commercial General Liability of $1,000,000 per occurrence and $2,000,000 annual aggregate, Excess/Umbrella Insurance of $5,000,000, and Workers' Compensation Insurance as required by Oregon law. The design-build contractor team consists of Andersen Construction of Oregon in partnership with FFA Architecture + Interiors and McClaren, Wilson, Lawrie Architects. The project is funded through State of Oregon Article XI-Q bond proceeds administered under ORS 286A.824. While specific award values are not disclosed in the RFP materials, the commissioning compensation structure includes fixed pricing for primary services, optional contingency services requiring owner preauthorization, and reimbursable expenses for travel and general costs, all subject to a maximum not-to-exceed amount to be negotiated and incorporated into the final contract, with one contract anticipated to be awarded.
