About this opportunity

Charlotte Douglas International Airport, a department of the City of Charlotte, North Carolina, is requesting proposals for comprehensive logistics inventory management, asset tracking, warehousing, and relocation services under RFP AVIA 26-33, with proposals due August 6, 2026 at 2:00 PM EST. The Charlotte Business Inclusion (CBI) Program applies; proposers must complete CBI Form #3 identifying certified minority, women, and small business enterprises (MWSBEs) to be utilized, though no specific participation percentage is mandated.

The scope spans three phases: Current Assessment and Inventory of approximately 29,730 square feet across two zones at the existing CLT Center facility, with submission of itemized inventory and asset recommendations; New Location Setup and Planning, including consultation, storage assessment, space utilization planning, and physical relocation (packing, transport, setup) to 3628 Yorkmont Road, Charlotte; and System Development and Standardization, covering retention/shelf-life standards, disposal procedures, and ongoing consultation. Proposers must demonstrate a minimum of five years of large-scale logistics operations and asset management experience, maintain at least 98 percent inventory accuracy and damage rates not exceeding 1 percent, respond to service requests within 24 hours, and comply with federal, state, and local transportation regulations, OSHA standards, data security, and environmental protection requirements.

Pricing is submitted as lump-sum amounts for each of the three phases plus hourly rates for miscellaneous consultation. The contract term is two years with three optional one-year renewals, pending City Council approval. A non-mandatory pre-proposal conference is scheduled for July 21, 2026 at 2:00 PM EST at CLT Center (5601 Wilkinson Blvd.) with a virtual Microsoft Teams option and site tour. Written questions are due July 13, 2026 (prior to the conference) or July 24, 2026 (after). Proposers must provide a dedicated project manager, comprehensive staff training, weekly status meetings, and defined escalation procedures throughout the contract term.
