About this opportunity

The Housing Authority of the City of Vineland is soliciting bids for as-needed painting services across its portfolio of Authority-owned and managed properties in Vineland, New Jersey, with bids due August 12, 2026, and questions due August 4, 2026. The contract is subject to prevailing wage requirements, Davis-Bacon compliance, and HUD Section 3 requirements. Affirmative Action compliance goals require a minimum of 20 percent of total contract value awarded to minority business concerns and 10 percent to women's business concerns (non-mandatory set-asides).

The scope covers interior and exterior painting of vacant and occupied residential units, common areas, hallways, stairwells, offices, maintenance facilities, and other residential and non-residential spaces across multiple properties including Tarkiln Acres, Asselta Acres, D'Orazio Terrace, Parkview Apartments, Kidston Tower, Olivio Tower, scattered-site homes, Melrose Court Homes, and administrative support facilities. Services include full repainting, touch-up painting, maintenance painting, and cycle painting as directed by the Authority. The Authority will furnish paint, primer, and sealer unless otherwise specified; all labor, non-Authority-furnished materials, preparation, application, and cleanup are included in bidder pricing. Bidders must demonstrate at least five years of relevant painting experience and provide references showing satisfactory performance on comparable projects.

The contract will be awarded to the lowest responsive and responsible bidder for one year from execution, with the Authority retaining the option to renew for up to two additional one-year terms under the same pricing and conditions, for a maximum total contract duration of three years. No minimum volume of work, number of units, or square footage is guaranteed. All work requires written Authorization from the VHA, with completion required within three calendar days unless otherwise specified. An authorized VHA representative must remain on-site and in direct proximity to the contractor throughout all work. Payment follows satisfactory completion and acceptance by the VHA. Contractors must maintain comprehensive insurance with workers compensation (statutory limits), general liability ($1 million per occurrence), and automobile liability ($500,000 per occurrence / $1 million aggregate), naming the VHA as additional insured. Bids are submitted electronically through the Housing Agency Marketplace eProcurement website using flat-rate pricing by unit size and type.
