Questions are accepted through July 24, 2026, and a bidders conference is available via RingCentral.

All bidders handling tenant or employee personally identifiable information must carry cyber liability insurance with limits of at least $2 million; general liability insurance at $2 million per occurrence; professional liability insurance at $2 million; and workers' compensation insurance as required by California. These insurance costs must be incorporated into hourly fee proposals.
The nine service areas are Risk Management and Insurance, Asset Management, Fair Housing, Moving to Work (MTW), Organizational Consulting and Executive Coaching, Housing Choice Voucher Program and other PHA-related consulting, Procurement Consulting, Tax Credit and Financial Application Services, and Housing Development Consulting. Bidders may propose in one or more areas and must demonstrate expertise in each area bid. AHA intends to establish a pool of qualified consultants and will select one or more bidders per service area based on expertise, experience, pricing, and availability.
Proposers must provide all-inclusive hourly rates for each service area for each of five contract years, with travel expenses listed separately per Attachment F. The anticipated contract term is three years with two optional one-year extensions for a maximum of five years, subject to Board of Commissioners approval. AHA administers 2,059 tenant-based Housing Choice Vouchers, including approximately 580 project-based vouchers, and operates programs including Family Unification, Veterans Affairs Supportive Housing, and Family Self-Sufficiency.
Evaluation criteria are qualifications and experience (30 points), proposed approach (25 points), customer service (10 points), cost analysis and budget (10 points), references (10 points), and lowest overall price (15 points). Work will be funded in part by Community Development Block Grant and HOME Investment Partnerships Program funds, with compliance required under Build America, Buy America Act, and prevailing wage laws where applicable.
