About this opportunity

Pierce County, Georgia is requesting proposals for an Architectural Firm to provide pre- and post-award services for community and economic development projects, with proposals due July 7, 2026 at 4:00 p.m. This is a Section 3 Covered Contract under the HUD Act of 1968, with Section 3 Business Concerns strongly encouraged to apply; all contractors and subcontractors must complete Section 3 Self Certification, Previous Section 3 Compliance Certification, and Assurance of Compliance Certification forms and demonstrate "greatest extent feasible" efforts to hire Section 3 residents using at least three recruitment sources.

The scope encompasses preliminary architectural reports, planning, design, cost estimating, bidding, contracting, construction oversight, quality control, and project closeout for hunger-relief facilities and natural disaster preparedness and response infrastructure. The County is pursuing federal and state funding through Community Development Block Grant (CDBG) Annual Competition, CDBG Disaster Recovery (CDBG-DR), Employee Incentive Program (EIP), Redevelopment Fund (RDF), and Immediate Threat and Danger (ITAD) programs administered by the Georgia Department of Community Affairs. The selected firm must provide preliminary architectural reports within 30 days of selection, possess Errors and Omissions insurance, and may be engaged for future projects over a limited period contingent on grant funding availability.

Evaluation uses a four-point scoring system (Poor, Fair, Good, Excellent) across six criteria: ability to supply all major disciplines; experience with this type of work; community knowledge; staff expertise; experience with CDBG projects; and cost competitiveness. Cost proposals must itemize fees for design, bid phase, inspection services, preliminary architectural reports, surveying, bid documents, bid analysis, contractor performance management, inspections, change orders, and DCA reporting. All contracts are subject to Federal and State provisions prescribed by Georgia DCA. Applicants must contact Tonia Hendricks at the Southern Georgia RC at (912) 285-6097 to request the Statement of Qualifications Form, Section 3 Forms, and RFP scoring criteria. Proposals are submitted to Donna Golding, County Clerk, Pierce County, 312 Nichols Street, Blackshear, GA 31516.
