About this file
This is a Qualification Evaluation Form for the selection of an architectural firm by Pierce County, Georgia to provide pre- and post-award services for various community and economic development projects. The scope of work includes preparing preliminary architectural reports, planning, design, cost estimating, bidding, contracting, construction oversight, quality control, and project closeout. Pierce County is considering applying for federal and state funding through the Georgia Department of Community Affairs, including Community Development Block Grant (CDBG) Annual Competition, CDBG Disaster Recovery (CDBG-DR), Employee Incentive Program (EIP), Redevelopment Fund (RDF), and Immediate Threat and Danger (ITAD) funds. The county has identified critical needs for adequate facilities to meet hunger-relief requirements and to prepare for and respond to natural disasters. Selection of the architectural firm may allow the chosen firm to provide pre- and post-award services for future community and economic development projects for a limited time period based on grant funding availability.
The evaluation form establishes six primary selection criteria: the architect's ability to supply all major disciplines necessary to perform the work; experience with this type of work; knowledge of the community; staff expertise; experience with CDBG projects; and cost competitiveness. Reviewers score each criterion on a scale of one to four, with one representing poor performance and four representing excellent performance. All contracts are subject to federal and state provisions prescribed by the Georgia Department of Community Affairs. The selected firm must carry Errors and Omissions insurance. Pierce County is committed to Affirmatively Further Fair Housing, and this project is covered under Section 3 of the HUD Act of 1968, with Section 3 Business Concerns encouraged to apply.
