About this opportunity
The U.S. Army Corps of Engineers is soliciting proposals for the Anniston Army Depot Power Generation and Microgrid Project under RFP W912QR26RA033, with proposals due June 29, 2026. This procurement is set-aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) under NAICS 237130 (Construction of Power and Communication Line and Related Structures).
The scope involves designing and constructing a comprehensive microgrid system with full islanding capability at ANAD that integrates new and existing generation assets with the Nichols, Demil, and Eulaton 46kV/12.47kV substations. The system must deliver automated energy control and storage management with switching and microgrid controls that route onsite-generated electricity to mission-critical loads during grid outages and shed non-critical loads. The system must enable islanding for all critical loads to provide energy resiliency during extended grid outages.
The estimated contract value ranges between $25 million and $100 million on a firm fixed-price basis with a size determination of $45 million. Funds are not presently available; no contract award will be made until appropriated funds become available. Place of performance is Anniston, Alabama in Clarke County.
Proposals must include cost and pricing data, performance and payment bonds, and comply with NIST SP 800-171 cybersecurity requirements with current DoD assessments. Offerors must comply with Buy American construction material requirements, federal wage and labor standards, and telecommunications equipment restrictions. Required registrations include SAM, active PIEE accounts, and submission of UEI, CAGE codes, and Taxpayer Identification Numbers.
An organized site visit is scheduled for June 3, 2026 at 8:30 a.m. Central Time at Building 251, Anniston Army Depot. Vendor registration is required by May 20, 2026; offerors must obtain visitor access clearance and comply with base access procedures prior to attendance.

Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside, 237130 - Power and Communication Line and Related Structures Construction. The microgrid system at ANAD will have full islanding capability energy resiliency by providing an onsite, automated energy control /generation storage management system. The microgrid will integrate the new and existing generation assets with the Nichols, Demil, and Eulaton 46kV/12.47kV substations to enable islanding for all critical loads. During a grid outage, the automated switching and microgrid controls will enable direct routing of electricity generated by the onsite assets to mission critical loads and loadshedding of large blocks of non-critical loads.
