About this opportunity

The City of Fort Worth is soliciting proposals through RFP 26-0023 for acoustic leak survey detection services for the Water Department on an as-needed basis. The procurement is being conducted by the City of Fort Worth's Purchasing Division in Tarrant County, Texas, with a proposal due date of December 18, 2025. The vendor must conduct annual leak surveys on at least 1,000 miles of small diameter (12 inches or less) water distribution mains throughout Fort Worth's approximately 4,000 linear miles of water infrastructure serving approximately 1.5 million customers, utilizing industry-standard microphone listening devices and correlating equipment to detect leaks within 5-foot accuracy. Survey mains may consist of various materials including Cast Iron, Polyvinyl Chloride, Asbestos Cement, and Ductile Iron. Deliverables include weekly leak location reports with assumed flow rates, field notes, detection techniques, and asset information; live GIS updates compatible with ArcMap; chlorine residual testing on flowing or surfacing water; and participation in monthly quality assurance and quality control reviews with City staff. The vendor must furnish all equipment, labor, and materials necessary to perform surveys and must hold relevant qualifications demonstrating 2-5 years of experience in acoustic leak survey services. Proposals are evaluated on a best value basis across five criteria: cost (up to 15 points), qualifications and company experience (up to 30 points), ability to meet City needs (up to 25 points), method of approach (up to 15 points), and proposed schedule, equipment, and work plan (up to 15 points), with proposals required to receive a minimum of 50 percent of non-price points to be considered for award. All proposals must be submitted electronically through the Euna Portal (GoBonfire platform) at https://fortworthtexas.bonfirehub.com/portal/?tab=openOpportunities.

The RFP documentation does not specify set-aside designations for disadvantaged enterprises, Small Business participation goals, or incumbent contractor information. All responses must include a completed Conflict of Interest Questionnaire (Form CIQ) complying with Texas Local Government Code Chapter 176, an IRS Form W-9, references from at least three recent customers with similar service experience, responses to a 17-question qualification questionnaire, and a deviation form documenting any exceptions to the standard Vendor Services Agreement. The initial contract term is one year with options to renew for up to four additional one-year periods upon mutual written agreement, with renewal notices required at least 90 days prior to expiration. Pricing must be submitted as firm-fixed price quotations including itemized estimates with manufacturer discounts, timelines with proposed start and finish dates, and descriptions of work to be performed, with all unit prices including transportation, travel, fuel, certification fees, and other associated costs with no additional charges permitted. The vendor must maintain Commercial General Liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, Automobile Liability of $1,000,000, Workers' Compensation at statutory limits, and Professional Liability (Errors & Omissions) of $1,000,000 per claim and $1,000,000 aggregate. The RFP does not specify a particular award value or budget range in the available documentation.
