Weekly reporting requirements include leak location, type, assumed flow rate, field notes, detection technique, responsible technician, and asset information. The vendor must provide live GIS updates compatible with ArcMap, conduct chlorine residual testing on flowing or surfacing water, and participate in monthly quality assurance and quality control reviews with City staff to address discrepancies.
The RFP evaluates proposals on a "best value" basis using the following criteria: cost (up to 15 points), qualifications and company experience (up to 30 points), ability to meet City needs (up to 25 points), method of approach (up to 15 points), and proposed schedule, equipment, and work plan (up to 15 points). Proposals must receive a minimum of 50 percent of non-price points to be considered for award. Pricing must be submitted as firm-fixed price quotations including itemized estimates of parts and materials with manufacturer discounts, timelines with proposed start and finish dates, and descriptions of work to be performed. All unit prices must include transportation, travel, fuel, certification fees, and other associated costs with no additional charges permitted.
