About this opportunity

The City of College Park, Georgia is requesting sealed proposals for fire department promotion exams under RFP 022222, with proposals due February 22, 2022 at 9:30 a.m. EST at the City Purchasing Department, 3667 Main Street. A local-vendor preference applies to businesses within College Park city limits if their bid does not exceed the lowest non-local vendor's bid by more than three percent. Minority, women, and small business enterprises are strongly encouraged to apply.

The scope comprises promotional testing for two rank levels: Sergeant/Fire Apparatus Operator (expected 8–10 candidates) and Lieutenant/Company Officer (expected 8–10 candidates). For Sergeant/FAO, vendors must develop a 100-question written exam covering IFSTA Pumping and Aerial Apparatus Driver Operator manuals, NIMS procedures, City SOGs, and HR policies, plus practical exams including in-basket exercises, communications scenarios, incident command scenarios, and company training scenarios. The Lieutenant/Company Officer exam requires 100 written questions on leadership, supervision, incident command, tactics and strategy, company operations, and departmental SOGs, supplemented by practical exams. Vendors are responsible for developing assessment exercises and may supply local assessors within the metro area; the City will request outside agencies to serve as assessors and will provide meals for metro-area assessors, with additional cost-sharing for out-of-area assessors. Both rank promotional processes may be developed simultaneously and administered within the same week, subject to assessor availability.

Pricing shall be submitted as a lump-sum cost with freight charges identified separately if applicable. The City reserves the right to reject any or all bids and will award to the most responsive and responsible bidder, which may not necessarily be the lowest price. Successful bidders must furnish performance and payment bonds each for 100 percent of the contract amount and carry Workers' Compensation, Comprehensive General Liability (minimum $1 million), Automobile Liability (minimum $500,000), and Umbrella Liability coverage. Vendors must comply with E-Verify, provide a minimum of five government, educational, or commercial references, and submit a current W-9. Questions are due February 15, 2022 at 12:00 p.m. EST; addenda will be published by February 18 at 4:00 p.m. EST. Bid opening is February 22, 2022 at 10:00 a.m. EST via Zoom. The City will accept or reject all bids within 90 days of bid opening.
