About this file

This Addendum No. 1 modifies the original Request for Sealed Proposals issued by the City of College Park, Georgia for Fire Department Promotion Exams (RFP #022222). The amendment clarifies the scope of work for promotional examinations at the Sergeant/FAO rank level and addresses vendor responsibilities regarding exam development, assessor procurement, and scheduling. Sealed proposals were due no later than Tuesday, February 22, 2022 at 9:30 am (EST) at the City of College Park Purchasing Department located at 3667 Main Street, College Park, Georgia 30337. The addendum specifies that proposals may be submitted in-person to the Purchasing Department Monday through Friday between 8:00 am and 5:00 pm prior to the deadline.

The addendum clarifies that vendors are responsible for developing practical assessment exercises, written examinations, and oral judgment/situation scenarios focused on pumping and driving competencies for the Sergeant/FAO rank. The City will request outside agencies within the metro area to serve as assessors; however, vendors may supply local assessors within the metro area if available. For assessors within the metro area, the City will provide meals, with additional cost-sharing arrangements to be discussed for assessors from outside the metro area. The addendum confirms that both rank promotional processes may be developed simultaneously and administered within the same week, subject to assessor availability. The document does not specify pricing terms, contract duration, renewal options, or funding amounts in the provided content.

ADDENDUM No 1

OWNER’S BID PROPOSAL FORM

OWNER: City of College Park 3667 Main Street College Park, GA 30337

PROJECT: Fire Department Promotion Exams

DATE: February 15, 2022

BID #022222 is hereby revised as instructed throughout attached ADDENDUM No. 1.

This Addendum forms a part of the contract documents and modifies the original bid documents.

The following items shall take precedence over the originally published bid documents for the above named project and shall become a part of the contract documents:

1. For the rank of Sergeant/FAO, will the vendor be responsible for developing driving or pumping exercises?

a. The City prefers the company/firm create the exercises.

2. Will the City/Department or vendor be responsible for obtaining assessors for the promotional processes?

a. If the vendor will be responsible, does the City/Department prefer local assessors or assessors from outside of the surrounding area (i.e., more than 50 miles outside of the City)?

i. City will request outside agencies to complete assessments, within the metro area, however; if company/firm can supply assessors within the metro area, it will be appreciated.

b. Will the vendor be responsible for assessor expenses, or will the City/Department handle all assessor arrangements (e.g., lunch, lodging, etc.)?

i. If assessors are within the metro area, meals will be provided. The City will discuss options for those outside the metro.

3. Can the promotional processes for both ranks be developed simultaneously and administered within the same week?

a. Depends on number of (available) assessors provided for testing.

4. The RFP references assessment center exercises for Sergeant/FAO, such as an in-basket exercise, an incident command scenario, a company training scenario, and a disciplinary counseling scenario. However, a lot of agencies use a pumping and driving practical examination in lieu of an assessment center at this rank. And those who do both typically conduct their own pumping and driving practical examination, but outsource the assessment center. In order to clarify the scope of work, is the department requesting assessment center exercises (in-basket, incident command, etc.) or a practical examination (driving, pumping, etc.) for the rank of Sergeant/FAO?

a. Practical assessment, written examination, and oral judgement/situation scenarios on pumping/driving only

5. Is the City accepting proposals in-person?

a. Bidders are allowed to deliver their proposals (in-person) to the Purchasing

Department, prior to the established cut-off time and date, Monday thru Friday 8:00 am – 5 pm at City Hall.
