About this opportunity

The City of College Park, Georgia is requesting sealed proposals for contracted Building Inspector services under RFP 100521, with proposals due October 5, 2021 at 9:30 a.m. at the Purchasing Department, 3667 Main Street. Local preference is available to vendors with a physical business location within College Park city limits for three years or less above the lowest non-local bid.

The scope encompasses plan review and inspection of commercial, industrial, and residential properties for compliance with building codes, with specific expertise required in multi-family residential rental properties and HUD standards including Uniform Physical Condition Standards (UPCS), Housing Choice Voucher Program (HCVP), and Housing Quality Standards (HQS). The awardee must hold ICC (International Code Council) Certification as a Certified Building Official, possess a Bachelor's degree or four years of related experience, maintain a valid Georgia Driver's License, and hold a Georgia contractor's license. Compensation is structured on a fee-per-permit basis for all commercial and residential inspection services, with re-inspection fees applying when inspections fail due to permit holder non-compliance. Payment is due within 30 days of monthly invoicing.

The City reserves the right to award to one responsible bidder or split between multiple vendors based on the most responsive and responsible proposal, which may not necessarily be the lowest-priced bid. Bidders must submit a bid bond of not less than 5% of the bid amount; successful awardees must furnish performance and payment bonds for 100% of the contract amount. Insurance requirements include Workers' Compensation, Comprehensive General Liability (minimum $1,000,000), Automobile Liability (minimum $500,000), and Umbrella Liability. Vendors must comply with Georgia E-Verify requirements and submit references, proof of insurance, W-9 forms, and a Purchasing Vendor Questionnaire. Questions and clarifications were due September 28, 2021 at 12:00 p.m. EST; addenda were published by October 1, 2021 at 4:00 p.m. EST.
