About this opportunity
The City of College Park, Georgia is requesting sealed proposals for aquatic pool management services at two recreation centers and one splash pad under RFP 022222, with proposals due February 22, 2022 at 10:00 a.m. EST. A local-vendor preference applies to vendors with physical business locations within College Park city limits, who receive favorable consideration if their bid does not exceed the lowest non-local bid by more than three percent; the preference runs up to three years. Minority-owned, women-owned, and small businesses are strongly encouraged to apply.
The scope covers operations at Conley Recreation Center (3636 College Street), Tracey Wyatt Recreation Center (2300 Godby Road), and Phillips Park Splash Pad (4400 Herschel Road). The contractor must demonstrate a minimum of five consecutive years of experience operating municipal swimming pools with equal or greater water area. Operating hours are Monday through Friday 9:00 a.m. to 6:00 or 8:30 p.m., Saturday 2:00 to 6:00 p.m., and the splash pad Tuesday through Sunday 10:00 a.m. to 6:00 p.m. during the seasonal period from the Monday following Memorial Day through Labor Day weekend. The bidder must submit a lump-sum cost proposal for May through September operations, including management fees and salary fees based on actual operating hours, and bear all employment taxes, Social Security taxes, and background checks for personnel.
Insurance requirements include Workers' Compensation ($1,000,000 minimum per occurrence), Comprehensive General Liability ($1,000,000 minimum), Automobile Liability ($500,000 minimum), and Umbrella Liability, all naming the City as additional insured. A bid bond of at least five percent of the bid amount is required, and the successful bidder must furnish 100 percent performance and payment bonds before execution. The contract awards to one contractor with renewal option, subject to termination by the City with 30 days' written notice. Questions are due February 15, 2022 at 12:00 p.m. EST, and addenda will be published by February 18, 2022 at 4:00 p.m. EST. Evaluation criteria include lowest price, adherence to specifications, service delivery capability, and past performance record with the City. The contract was awarded to Aquatic Management, Inc. for $129,160.00. Addendum No. 1 clarifies that no bid bond is required with proposal submission, modifying the original bidding requirement.
