About this opportunity
The University of Maryland Global Campus (UMGC) is requesting proposals for Identity Management, Governance, and Role-Based Access Control (RBAC) Modernization Services under RFP #92337, with technical proposals due October 28, 2026 at 10:00 a.m. ET. Minority Business Enterprises are encouraged to respond. Living Wage requirements apply if the contract value exceeds $100,000.
The scope encompasses assessing current identity provider models; remediating data inconsistencies; establishing governance frameworks; managing identity lifecycle processes (Joiner, Mover, Leaver workflows); aligning third-party applications with centralized identity management; and migrating away from legacy PeopleSoft identity dependencies. Key deliverables include an Originating Identity Provider Modernization Plan, an Identity Governance Administration Framework, a Third-Party Application RBAC Alignment roadmap, and an Inbound Provisioning Plan. The contractor must integrate with Workday, Microsoft Entra ID, and various third-party applications. Offerors must demonstrate a minimum of five years of experience providing IAM, IGA, and RBAC modernization consulting services for large enterprise environments, with higher education experience preferred. All services will be delivered remotely during standard business hours (Monday–Friday, 8:00 a.m. to 5:00 p.m. EST).
The estimated contract value is $1,000,000. The contract term runs from February 8, 2027 through February 7, 2028. All deliverables become the sole property of UMGC. Payment is provided on a net 30-day basis via electronic funds transfer unless the State Comptroller's Office grants an exemption. The contractor must maintain SOC 2 Type 2 reports, comply with FERPA, GLBA, GDPR where applicable, and provide accessibility compliance documentation per WCAG 2.1 Level AA standards.
Shortlisted offerors will participate in oral presentations scheduled for the week of November 16, 2026, followed by price proposal submission on December 16, 2026. Contract award is anticipated January 15, 2027, with contract execution by February 1, 2027. Technical proposals must address methodology, staffing organization with identified key personnel (Project Manager and Technical Architect), firm profile and experience, three client references, special qualifications, proof of insurance, and acknowledgment of contract terms. No pricing information is to be included in technical proposals. Proposals must remain irrevocable for 180 days following the price proposal due date.
Opportunity text
The intent of this Request for Proposals ("RFP" or "Solicitation") is to provide Identity Management, Governance, and RBAC Modernization firms an opportunity to present their qualifications, experience, and conceptual approach to providing the scope of services in relation to the needs of UMGC. Proposals that concisely present the information requested in the order and manner requested will be considered more favorably than a Proposal ("Proposal" or "Offer") from an Offeror of commensurate qualifications that displays a lack of organization, conciseness, or attention to detail.
