About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, Division of Engineering and Contract Administration, is requesting proposals for orphan well plugging, remediation, and site reclamation services in Magoffin and Lawrence Counties under RFP-92-27 MERP 9, with proposals due October 23, 2026 at 3:00 p.m. Eastern Time. Kentucky resident bidders are eligible for reciprocal preference, and qualified Kentucky businesses or the Department of Corrections Division of Prison Industries may receive preference per KAR 200 5:410.
The scope covers orphan well plugging, remediation, and site reclamation within a defined project area in both counties as part of the Kentucky Abandoned Storage Tank and Orphan Well Reclamation Program (KASTOW). Environmental compliance is required, including containment measures to prevent groundwater and surface water contamination during plugging operations; the Division of Oil and Gas has determined the project will not jeopardize protected species including the Eastern Hellbender, Monarch Butterfly, Snuffbox mussel, salamander mussel, and pink mucket. Contractors must submit the Plugging Affidavit for each well site and the Abandoned Tank Facility Closure Affidavit only when an abandoned tank site is removed and reclaimed. The contractor must achieve substantial completion within 180 calendar days from award and final completion within one year thereafter.
The contract type is Firm/Fixed. Cost proposals are evaluated on a competitive basis with the lowest bid receiving 45 points and higher bids receiving proportionally reduced scores. Technical evaluation allocates 25 points across contractor experience, project history, equipment adequacy, work plan completeness, and past performance with the Division of Oil and Gas, for a total evaluation of 70 points. A bid guarantee of not less than 5% of the lump sum base bid is required, along with 100% Performance and Payment Bonds within five calendar days of award. Davis-Bacon wage requirements and EEO compliance for contracts exceeding $500,000 apply. Liquidated damages are assessed at $200 per calendar day for delays beyond completion dates.
Questions are due October 7, 2026, with Commonwealth responses by October 11. Contract award is anticipated November 18, 2026. Contact Gina Cavender at 502-573-0140.
