About this opportunity

Kentucky's Finance and Administration Cabinet, Division of Engineering and Contract Administration, is requesting proposals for architectural and engineering design services for the Shauntee Hall Phase II renovation at Kentucky State University (KSU) in Frankfort, with proposals due October 28, 2026, at 1:30 PM ET and a short-list meeting scheduled for November 10, 2026.

The scope encompasses full professional architectural and engineering services across four phases: Phase A (Schematic Design and Estimate, $36,000 fixed), Phase B (Design Development and Cost Estimate at 40% of negotiated total), Phase C (Construction Contract Documents and Final Estimate at 60–75% of negotiated total), and Phase D (Construction Administration through warranty at 25% of negotiated total, or 20% for LEED projects plus 5% for warranty). The project seeks to expand KSU's engineering program within an existing 18,577-square-foot facility that must remain operational during construction. The selected prime consultant must assemble a multidisciplinary team including architects, civil, structural, mechanical, electrical, plumbing, fire protection, landscape architects, geotechnical engineers, technology and security specialists, cost estimators, and surveyors. All architects and engineers providing services must hold Kentucky registration. Respondents must be registered with the Kentucky Secretary of State and submit a Federal Standard Form 330 Part II.

The total project budget is $8 million; the consultant must design within this authorized construction budget and provide disciplined cost estimating throughout design phases. The anticipated timeline includes Phase A design completion in 120 days, Phase B over 60 days, Phase C over 30 days, final design review in February 2027, bid advertisement in April–May 2027, and construction start in June 2027.

Evaluation criteria total 100 points: relevant firm and team experience (25 points), qualifications of proposed key personnel (20 points), project understanding and technical approach (25 points), cost and schedule management and past performance (15 points), capacity, availability, and management plan (10 points), and location and coordination responsiveness (5 points). The selection process follows KRS 45A.825(8) using a short list with interviews; virtual interviews are scheduled for November 17, 2026, at 9:00 AM, 10:00 AM, and 11:00 AM ET. Compensation will be negotiated after selection. Contact Johnathan Burmeister at 502-782-4189 or johnathan.burmeister@ky.gov for additional information.
