About this opportunity
The Commonwealth of Kentucky, Department of Corrections is requesting proposals for architectural and engineering services for kitchen HVAC installation at Blackburn Correctional Facility under RFP-907, with proposals due October 7, 2026 at 1:30 p.m. through the Vendor Self Service (VSS) system.
The scope spans Phase A (Schematic Design) through Phase D (Construction Administration), with an optional Phase E for warranty-period services. Phase A compensation is set at $36,000. Subsequent phases are compensated as percentages of the total lump-sum price negotiated at Phase A conclusion: Phase B at 40%, Phase C at 75%, and Phase D at 25% (or 20% for LEED-certified projects). Additional services compensation, including extended construction timelines and specialized consulting, is negotiable. Reimbursable expenses cover resident observers, special consultants, landscape and interior design consultants, and plan-review fees.
The Architect/Engineer must maintain current professional licenses, comply with the Owner's Capital Construction Project Procedures Manual, and use the Owner's Document Collaboration System for official correspondence. Each design phase requires Owner approval before proceeding. The Architect/Engineer assumes responsibility for negligent acts and omissions of consultants and sub-consultants and must obtain Owner approval before engaging additional design professionals. The agreement recognizes that project scope, schedule, and budget may change during execution, with appropriate service and compensation adjustments negotiated between parties.
Proposals must be submitted electronically through VSS. Vendors must enter a bid amount of $0.00 on the solicitation form in the system and submit the actual lump-sum bid amount and any alternates on the Official Bid Document from www.stateofkyprojects.com as an attachment. A 5% bid bond is required. Contact Johnathan Burmeister at 502-782-4189 or johnathan.burmeister@ky.gov for additional information.
