The Commonwealth of Kentucky, Finance and Administration Cabinet, Division of Engineering and Contract Administration is requesting proposals for professional engineering design services for a fire alarm replacement project at the Department of Corrections Northern Treatment Center in Danville under RFP-906, with proposals due September 3, 2026 at 1:30 PM ET and a shortlist meeting on September 8, 2026 at 11:30 AM ET.

The scope encompasses complete replacement and modernization of fire alarm systems serving six dormitory buildings at 710 Walter Reed Road. Deliverables include design of fully addressable, code-compliant fire alarm systems with independent control panels for each building; an underground fiber optic communications network with single-mode fiber optic cable in loop topology; a centralized monitoring workstation with Human-Machine Interface software in the Central Control Building; comprehensive infrastructure evaluation; construction phasing to maintain operational continuity; demolition of existing equipment; testing and commissioning; owner training; and complete record documentation. The project is organized in four phases: Schematic Design (Phase A), Design Development (Phase B), Contract Documents (Phase C), and Construction Administration (Phase D), with an optional Warranty Period phase.

Respondents must be registered with the Kentucky Secretary of State and in good standing, with Kentucky-registered architects and/or engineers providing services. A Federal Standard Form 330 Part II is required for the lead firm at minimum. Proposals must be submitted electronically through the Vendor Self-Service portal in single PDF format with bookmarked sections.

The project budget is $1.9 million. Evaluation criteria award 45 points for electrical engineer qualifications, 35 points for related experience, 5 points for work performed in Kentucky, and 15 points for responsiveness to proposal requirements. Interviews are scheduled for September 23, 2026 at 9:00 AM, 10:00 AM, and 11:00 AM ET conducted virtually. Addendum No. 1 moved the shortlist date from September 9 to September 8, 2026. The Commonwealth reserves the right to expand scope to additional correctional institutions through written contract amendments contingent upon funding availability.
